Technically, he was not shot in the face. He was shot in the ear. He had blood on his face, and that's because the ear tends to bleed profusely. He made secret service let him get his shoes, which they actually were not supposed to do, and before they took him off stage, he clenched his fist and mouthed to the crowd, "Fight, fight, fight!" which secret service was also not supposed to allow him to do. I have studied that video and I have listened to Dan Bongino (and if you don't listen to Dan for all things political, you're really missing out) talk about all the security breaches that happened in just that short period of time between the time he was shot and the time he left the stage.
