On the "bright side" the city can take the buildings when the owners can't pay the fines?
Then the communist government can run them into the ground themselves - how will they avoid responsibility then?

Is new Seattle Mayor Katie Wilson's solution to attract business back to downtown:
A) Lower taxes for businesses
B) Clean up the drugs and despair off the streets
C) Tax owners of vacant office buildings
