I'm calling BS on this article! The 38 Republicans didn't vote down a "clean" funding bill, they voted down a "cleaner" funding bill. They're standing up for a return to Regular Order of standalone single purpose bills, for transparency. Trump needs to bone up on the Constitution and stop denigrating constitutional conservatives.
