Genesis 2:4-5

These are the generations of the heavens and of the earth when they were created, in the day that the LORD God made the earth and the heavens,
And every plant of the field before it was in the earth, and every herb of the field before it grew: for the LORD God had not caused it to rain upon the earth, and there was not a man to till the ground.
But there went up a mist from the earth, and watered the whole face of the ground

In verse 4, many commentaries and study bibles and bible dictionaries will point to the fact that the LORD God is referred to in this passage as the LORD for the first time.  This name of God is translated from the Hebrew as "Jehovah" in most American translations of the Bible.  While it is true that this is the first time we see the word "LORD" referring to God, it is also true that the Name of the LORD is not "Jehovah". God's proper name is "Yahweh", which in the Hebrew is actually spelled "YHWH".  Jehovah is a man-made hybrid of the consonants in the name Yahweh, along with the vowels from another name for God, which is "Adonai", meaning "Master or Ruler".  In the year 1520, a man named Peter Gallatin (I hope I'm spelling his name correctly), who was a biblical "scholar", put those letters together to come up with the name "Yahoai", which eventually, through English translators, became "Jehovah".  Prior to 1520, the name "Jehovah" didn't even exist. Most people do not know this. They have no idea where the name came from, and they only use it because they have heard their pastor or favorite preachers or Bible teachers use it. However, the proper translation for "the LORD God" in this passage is "Adonai".  He is the Ruler of the heavens and the earth.  (There is an exceptional Bible teacher online who explains the origin of the name "Jehovah" in depth.  His name is Justin Peters and he is one of top Bible teachers in the country.  You can find him on YouTube, or you can go directly to his website: www.JustinPeters.org.)

God caused the plants to grow; the earth did not produce them on its own.  It was the work of His hand in creation.  God caused the earth to produce moisture; the earth did not produce it on its own.  God sent "...a mist from the earth, and watered the whole face of the ground."  Moisture on the earth, which we know as rain, is a gift from God to moisten the earth and water the foliage that we enjoy.  When there is a lot of rain on earth, it is because God has sent it.  When there is no rain on earth, it is because God has withheld it.  Let no one convince you that man can do anything to control the weather. It is what it is in areas that are densely populated; the same is true for areas that are more rural where the population is sparse.  God is the one who controls the weather.  God is on control of it all.
